A message dated January 27, 1999, was received from Pat Pourchot,              
Legislative Director, regarding:                                               
                                                                               
HOUSE BILL NO. 51                                                             
"An Act making appropriations for the operating and capital                   
expenses of the state's integrated comprehensive mental health                 
program; and providing for an effective date."                                 
                                                                               
The message stated that a copy of OMB's letter to the Alaska Mental            
Health Trust Authority outlining the differences between the                   
Governor's proposed budget and the recommendations of the Trust                
Authority as required by statute, was enclosed.                                
                                                                               
The message and enclosure were forwarded to the Finance Committee.             
                                                                               
HB 51 is in the Finance Committee.
